Portugal’s recovery and resilience – Supported projects: Nation-wide investment scheme

Support programme for access to housing 

(reference RE-C02-i01 in the Portuguese Recovery and Resilience Plan)

The investment should result in the provision of 26,000 housing units to households, which are either newly built, purchased or renovated with certified energy performance investments. It will be carried out throughout continental Portugal. The project aims to address the structural shortage of permanent housing for more vulnerable groups and is part of an overall government strategy to increase the public housing stock, relieving the challenge of housing affordability.

The local housing strategies of more than 200 municipalities were approved by February 2023 and construction works are under way across the country. The Recovery and Resilience Facility funds this investment with EUR 1.2 billion and the investment is expected to be finalised by the end of June 2026.

Construction of 49 homes at Soldado Ferrer Street, Montenegro

The housing stock with 49 dwellings in Montenegro near Faro is intended to relocate 49 families currently residing in the Praia de Faro, under a lease supported by the municipality. The works were awarded at the beginning of February with a two-year implementation period and an estimated cost of EUR 5 million.

Energy Efficiency in residential buildings 

(reference TC-C13-i01 in the Portuguese Recovery and Resilience Plan)

The investment consists of a support scheme for private households to promote energy renovation and solutions, replace inefficient equipment and increase installed capacity to promote energy and resource efficiency (EUR 135 million). It also aims to enhance self-consumption of renewable energy (EUR 130 million) and to tackle energy poverty. The scheme works by supporting the cost of works carried out, usually at a rate of 50-70%. For low-income households in energy poverty, a voucher scheme is foreseen which avoids households having to make the payment first and waiting for reimbursement (EUR 30 million).

At the end of 2022, 70% of Recovery and Resilience Facility funds for energy efficiency in buildings, including service and government buildings, were already executed or in execution. The investment, which is fully financed by the Recovery and Resilience Facility (EUR 300 million), shall be completed by end of2025.

Means to prevent and combat rural fires 

(reference RE-C08-i04 in the Portuguese Recovery and Resilience Plan)

The objective of the measure is to reinforce the capacities to combat and prevent rural fires in terms of infrastructure and equipment, in the southern European country with the largest share of burnt area in rural territories and the highest average number of fires. The investment consists of the purchase of firefighter helicopters, the construction of new and the renovation of existing operations centres and maintenance hangars, the purchase of vehicles, machinery and equipment that are necessary to fight fires and the standardisation and upgrade of the meteorological radar network. Some of the equipment has already been purchased. The investment, financed by the Recovery and Resilience Facility with EUR 89 million, will be concluded by the end of 2025.
