The mid-term evaluation of the Recovery and Resilience Facility (RRF), in the middle of the programme’s operating time, has been completed in line with Article 32 of the Regulation establishing the RRF. The mid-term evaluation has been undertaken jointly by DG ECFIN and SG RECOVER and considered the criteria of relevance, effectiveness, efficiency, EU value added and coherence, in line with the requirements set out in the Commission Better Regulation Guidelines. The evaluation builds on the results of an external independent supporting study, contracted by the Commission in March 2023 and concluded in November 2023 by a consortium co-led by ECORYS and CEPS. The SWD accompanies the Communication from the Commission to the European Parliament, the Council, the European Economic and Social Committee and the Committee of the Regions on strengthening the EU through ambitious reforms and investments.
