Roadmap to Climate Neutrality

The reform supports the setting out of the decarbonisation process at national level.

The first step was the establishment of an Energy Transition Commission  (ETC) that prepared a report with scenarios and recommendations for the phase-out of coal by 2038 at the latest. The ETC was established in June 2022 and concluded its work on the report  in September 2023.

On the basis of the scenario report and recommendations developed by the Energy Transition Commission, the Government has submitted a proposal for the coal-phase out to the National Assembly.

The National Assembly is to adopt a resolution endorsing a Roadmap to climate neutrality, based on the report and recommendations submitted by the Government. The resolution should set the final date for the coal/lignite phase out as identified in one of the scenarios developed by the Energy Transition Commission.
