Definition and criteria for “energy poverty” for households

The objective of this reform is to contribute to tackling energy poverty and protecting vulnerable consumers by regulating the definition of “energy poverty” and defining criteria for their identification.

Bulgaria adopted amendments to the Energy Act and to the subsequent secondary legislation which introduce a definition of “energy poverty” and define criteria for identifying households in energy poverty and vulnerable consumers.

An Ordinance on “the criteria, conditions and procedures for determining the status of households in energy poverty and the status of vulnerable customers” was also adopted.

The amendments take into account the criteria listed in Directive 2019/944:

  1.  low income;
  2.  high energy costs as a share of available income; and
  3.  low energy efficiency.

The implementation of the reform has been completed.
