The Publications Office of the European Union is the official provider of publishing services to all EU institutions, bodies, and agencies. As such, it is the central point of access to EU law, as well as to publications, open data, research results, procurement notices and other official information. The Office thereby plays a central role in making it known to the public what the EU does and means for them, and in unlocking the power of data. Its mission is to support EU policies as a recognized competence centre for information, data and knowledge management, and to ensure that this broad range of information is available to the public as accessible and reusable data to facilitate transparency, economic activity and the diffusion of knowledge.

The Publications Office publishes in all the official languages of the European Union and continuously adapts its services to a rapidly evolving technological environment (e.g. data services, cloud computing, machine learning and artificial intelligence).

Unit description

Unit A.3 - Digital Solutions and Process Efficiency manages the portfolio of Information Systems of the Publications Office. Our unit consists of highly-qualified Digital Transformation Experts who provide technical expertise and manage the operation, development and evolution of our systems.

The unit applies service management methodologies to assist the operational units, helping them to define their IT needs and carrying out a constantly evolving work program while reporting to the management on the state of the projects. It elaborates and maintains OP's multi-annual IT plan and, in collaboration with the OP Governance, ensures efficiency and harmonisation of OP's IT architecture.

We propose

We propose a project-based position in the IT Project Management Office of the Publications Office, with the scope of strengthening this recently established function.
We are looking for a colleague with both technical and communication skills to reinforce the team.

The tasks are those usually encountered in a Project Management Office:

  • Review project and programme artefacts;
  • Help define and implement portfolio management policies and processes;
  • Design, develop and deliver project management related training to project and business managers;
  • Provide continuous support to project managers in delivering their projects;
  • Adapt tools for programme and project monitoring;
  • Give presentations in order to raise the level of Project Management maturity of the organisation;
  • Draft user-friendly Project Management guidance, FAQs;
  • Contribute to drafting of calls for tender, mainly in the field of project management and subsequent overall management of the framework contract(s);
  • Contribute to communication activities through mass e-mails, newsletters and OP’s Intranet.

You will be successful in this position if you consider yourself not only a project manager, but also a project management coach and you have the willingness to learn, challenge the status quo, and propose and implement improvements.

We look for

We are looking for a knowledgeable and certified project manager with practical experience in managing IT or technical projects who can combine the Project Management role with an advisory one.

Familiarity with the European Commission’s corporate IT, DIGIT service catalogue and procedures would be an asset.

We need a strong communicator and negotiator who enjoys helping colleagues and can autonomously find the right answers to new questions.

A proactive and open-minded person who is at ease in using the usual office automation tools of the Commission and the other “tools of the trade” such as Sharepoint, Jira, Confluence.

Sense of responsibility, flexibility, reactivity and ability to work in a team are important assets.

Respect for the deadlines, punctuality and super organising skills are all wanted abilities.

Being able to prioritise your daily tasks in line with the Unit's priorities will make for a quick and smooth integration within the team.

A service-oriented approach is required for being successful in this position; frequent contacts with the colleagues both in the Unit and in the rest of the OP are part of the job.

She/he needs to have excellent oral and written communication competencies in English, with additional working knowledge of French being an advantage.

Knowledge of and experience in the application of the administrative, budgetary and financial rules of the Institutions are considered as an advantage.

Education in information and communication technology or engineering and/or equivalent professional experience would be an asset.

The main working languages of the unit are English and French.
