We are

The Human Resources and Security department (DG HR) oversees recruitment policy, training and career management, social policies and working conditions for Commission staff. It is also responsible for keeping buildings and employees safe, making sure that work continues during crises and dealing with online security.

Unit HR.A.5 Data and Analytics supports DG HR’s mission to be an enabling and strategic partner for the Commission, supporting the delivery of key policy and political priorities. Currently, enabling projects include the implementation of the HR Strategy, Digital Transformation, Greening, Flexible working, Diversity and Inclusion. To maximise its impact in priority areas, DG HR needs to ensure optimal management of human resources in the Commission, supported by the right data and data insights.

The unit, composed of 25 colleagues organised into 5 teams, aims to provide state-of-the-art, user-friendly, accurate and cost-effective Data and Analytics services. We serve a wide range of Commission client groups: DG HR’s corporate units, HR professionals in each DG, managers, other central services and strategic decision makers. We also provide services to HR functions in over 20 client Institutions and agencies that use the same HR source systems as the Commission. Our services include standard reports, self-service dashboards, advanced analytics, publications as well as data governance and data management coordination.

We propose a challenging and rewarding job as Team Leader of the Data Delivery team, composed of 4 external Business intelligence / data experts. The team contributes to strategic HR planning and organisational efficiency by developing a Data warehouse strategy and Business intelligence reports for information systems in the Human Resource management domain.

The job offers the possibility to:

  • Define the strategy for the maintenance of Data and Data warehouse solutions, the foundation of the unit’s HR reporting and analytics services
  • Contribute to the identification and adoption of modern technologies relevant for Data warehousing, in line with corporate guidelines
  • Analyse and evaluate processes, working procedures, working methods related to Data delivery. Propose improvements, and new opportunities for collaboration with other teams in the unit, directorate, DG or at corporate level
  • Work closely and proactively with other teams and stakeholders to identify needs for future (new) data sources, and adoption in the Data warehouse
  • Lead the team of data / business intelligence specialists, responsible for data delivery and data services, selecting, guiding, and evaluating their work
  • Coordinate daily operational service activities within the data delivery team and with other team leaders, managing competing and changing priorities
  • Identify and oversee performance improvements and stable service provisions
  • Participate in the ‘Data Layer’ project and ‘Data Governance’ projects, cornerstones of the HR Transformation programme, which will set a solid base for the future HR Data platform
  • Contribute to data management and data governance policies and practices for the current and future data platforms
  • Lead the team and the unit in adopting and applying methodologies, best practices, and process improvements, such as agile.

The ideal candidate should have:

  • demonstrated experience in the domain of Database and Data Warehouse management, technologies, and tools
  • the capacity to ensure the delivery of consistent high-quality data and reliable data services
  • a keen interest in Data, Analytics and/or Business intelligence domains
  • experience in preparing and implementing a security plan, in accordance with policies and guidelines
  • solid knowledge of data protection principals and measures and how they need to be applied
  • experience in managing a team, including external service providers, to ensure reliable daily operations, also being ready to support and guide other colleagues in the unit
  • experience in designing and implementing data management and data governance policies and practices
  • the expertise and capacity to contribute to the realization of a new HR Data Layer, forming part of our ongoing HR Transformation programme
  • Experience in the HR domain would be a plus.
