Description

Regulation (EU) No 1286/2014 on key information documents for packaged retail and insurance-based investment products (“PRIIPs Regulation”) and its implementing measures laid down in the Commission Delegated Regulation (EU) 2017/653[1] (“PRIIPs Delegated Regulation”) determines the form, the content and the calculation methodologies of the key information document (KID) for packaged retail and insurance-based investment products (PRIIPs) to be made available to retail investors. There rules entered into application in January 2018.

The European Supervisory Authorities (ESAs), EBA, EIOPA and ESMA, have initiated the revision of the PRIIPs delegated regulation in order to address the most pressing issues arising from the PRIIPs KID implementation concerning performance scenarios and past performance information. In this regard, the European Commission is looking for evidence on the new format for presenting PRIIPs information that will increase its helpfulness for retail investors in comparing and selecting the best products for their investment needs.

In close cooperation with the ESAs, the European Commission will come forward with several different options on performance scenarios and past performance information, including graphical representation thereof, within the PRIIPs KID. The European Commission aims to improve the presentation of this PRIIPs information by testing the presentation, comprehension and preference of these options. To that end, the contractor is expected to design a survey based on the options provided by the contracting authority, reach out to retails investors with the survey tools, collect and compile data and draft a report on the findings.
