Croatia’s recovery and resilience – Supported projects: Nation-wide investment scheme

The measure references mentioned below are those contained in the Annex to the Council Implementing Decision approving the Croatian Recovery and Resilience Plan and allow for easy identification of the measures

Energy renovation of buildings

(reference C6.1.R1-I1 in the Croatian Recovery and Resilience Plan)

The investment consists of support schemes for the energy renovation of public and multi-apartment buildings to reduce energy consumption for heating and increase the use of renewable energy sources. This investment contributes to reducing emissions, alleviating energy poverty and encouraging green infrastructure development and circular management of buildings. The goal is to renovate at least 180,000 square meters of multi-apartment and 288,000 square meters of public buildings by end-June 2026. The Croatian Recovery and Resilience plan will support this investment with EUR 133 million in grants. Projects will be co-financed by 60% or 80%, depending on the depth of energy renovation. 

By the end of 2022, there were EUR 93 million of contracts signed for both public and private buildings. This includes: 1) EUR 40 million for energy renovation of 91 multi-apartment buildings with a gross construction area amounting to over 390 000 square meters, 2) EUR 20 million for alleviating energy poverty in assisted areas and areas of special state concern where at least 62,000 square meters will be renovated in buildings inhabited by the population at risk of energy poverty and 3) EUR 33 million for energy renovation of at least 104,000 square meters of public buildings by contracting an energy service. For multi-apartment buildings, calculated average annual heating energy savings (QH,nd) for 91 projects is around 70% and calculated average annual primary energy savings (Eprim) is around 60%. Buildings that will be renovated within two direct calls will achieve at least 50% annual heating energy savings (QH,nd) and 30% annual primary energy savings (Eprim).

A call for the energy renovation of public sector buildings (allocation of EUR 40 million) was published in March 2023.

Water and wastewater development projects

(reference C1.3.R1-I1 and C1.3.R1-I2 in the Croatian Recovery and Resilience Plan)

The aim of these investments is to improve the water supply and wastewater management. They are especially important for the development of rural areas, where quality of water service provision is lagging behind the national average.  

Investments in the public sewerage network aim to achieve renovation and rehabilitation of 775 kilometers of public sewerage networks, as well as the construction and operationalisation of 12 wastewater treatment plants (EUR 561 million, of which EUR 401 million financed from the Recovery and Resilience Facility), to ensure access to appropriate wastewater treatment for an additional  estimated 200,000 people. Upgrades to targeted parts of the sewerage system, including extension and reconstruction of parts of the sewerage network are ongoing. So far, 126 kilometres of public sewerage network have been built or reconstructed in 39 project areas across Croatia. 

Investments in the public water supply network (EUR 172 million, of which EUR 138 million financed from the Recovery and Resilience Facility) aim to achieve energy-efficient renovation, rehabilitation and extension of 956 kilometres of water supply pipelines, especially in rural, mountainous and demographically disadvantaged areas, in order to ensure drinking water and improved public water supply systems for around 45,000 people and to reduce water losses in the public water supply systems. So far, 256 kilometres of public water supply network have been built or reconstructed in 48 project areas across Croatia.

Financial support for the enterprises

(reference C1.1.1 R4-I1, C1.1.1 R4-I2 C1.1.1 R4-I3 and C1.1.1 R4-I5 in the Croatian Recovery and Resilience Plan)

The Croatian Recovery and Resilience Plan improves the access to funding to enterprises of all sizes (micro enterprises, SMEs, mid-caps and large public and private enterprises) with the investment of EUR 308 million in a comprehensive set of revolving funds providing (micro) loans, guarantee of loans, subsidised loans, private equity and venture capital. Furthermore, EUR 250 million will be invested in the forms of (non-refundable) grants in industrial SMEs and mid-caps committed to improving their energy- and resource efficiency.

The financial instruments and the grant schemes have been launched and investment has started. 290 grant agreements should be signed with SMEs and mid-caps engaged in energy and resource efficiency by the end of 2024. By June 2026, 1,300 loans/interest subsidy agreements with micro-enterprises and SMEs and 150 loan guarantees and interest subsidy agreements with mid-caps and large enterprises, are expected to be signed.  An additional EUR 13.7 million subsidised loans should be granted to public sector projects.

Increasing the national broadband coverage

(reference C2.3.R4-I1 in the Croatian Recovery and Resilience Plan)

The investment aims at increasing the availability of electronic communications networks in areas where there is no commercial interest by providing gigabit connectivity to households and companies, in line with the objectives of the European Gigabit Society. Broadband investments (EUR 133 million) will be deployed in fixed networks (VHCN) in the country, in rural and urban areas.

These investments should grant support to 20 projects for developing broadband access infrastructure by September 2023 and cover at least 100,000 additional households in white NGA areas with broadband access of at least 100 Mbit/s for downloading (upgradable to 1 Giga) by June 2026

Tele-transfusion services

(reference C5.1 R5-I3 in the Croatian Recovery and Resilience Plan) 

With EUR 1.6 million from the Croatian Recovery and Resilience plan, this measure digitalised the transfusion diagnostic process by enabling remote interpretation of pre-transfusion and prenatal tests. Tele-transfusion services thus enabled the availability of an on-call transfusion specialists on distance for all hospital healthcare establishments with transfusion units, contributing to a strong development of the telemedicine service through the digital transmission of medical data and strengthening the interconnection of all hospital establishments with transfusion units. The project connected 35 hospital transfusion centres in Croatia’s territory and made the service available 24 hours a day, seven days a week.

Seismological data network development

(reference C6.1.R4-I1 in the Croatian Recovery and Resilience Plan)

Croatia is in a highly active seismic area. Recent devastating earthquakes have emphasised the need for investments into seismological equipment as well as the need to strengthen the capacity of the seismic service to increase the quality of the collection, processing, and application of the seismic data.

335 units of new seismic equipment have been purchased as part of the investment (EUR 11 million). This equipment will carry out data monitoring, processing and analysis relating to seismic activities in Croatia. The investment also covers hiring and training of experts for using the equipment and data for data processing.

This investment will be completed by the end of June 2026.

Building and renovating of kindergartens

(reference C3.1. R1-I1 in the Croatian Recovery and Resilience Plan)

The objective of this investment is to support access to early childhood education and care in Croatia. It includes the construction of new kindergartens and the renovation of existing ones. This will create 22,500 new places in kindergartens and is expected to reduce regional inequalities in the availability of kindergartens. The final deadline for completion of all works is mid-June 2026. The first call of EUR 166 million was launched in May 2022 from which 255 kindergartens all across Croatia can be financed. The second call is currently in preparation. The total planned amount for the investment is EUR 215 million.

Improving attractiveness of research careers and conducting cutting-edge research

(reference C3.2.R2-I1 in the Croatian Recovery and Resilience Plan)

The objective of this measure is to implement a new framework for funding research programmes with the overarching goal of strengthening, attracting and retaining research talent. The measure focuses on the STEM and ICT fields and contributes to improving the skills of researchers in those areas. It aims to foster mobility to and from international institutions and industry, to encourage start-ups, and to establish independent research careers for scientists in internationally competitive and targeted research at high technology readiness levels. With a close link to the overall reform of the RDI landscape in Croatia, this investment helps bring more students and researchers into the STEM and ICT fields, tackling the needs of the future.

Under the investment totalling EUR 52 million, several calls have been launched already, providing appealing funding opportunities such as exchange programmes between academia and the business sector, support for start-up and spin-off companies of young researchers, and direct research incentives.

Introduction of vouchers for developing green and digital skills

(reference C4.1.R3-I1 in the Croatian Recovery and Resilience Plan)

The objective of this investment is to increase employability of workers and better match labour market supply and demand by supporting lifelong learning and the acquisition of new skills, particularly green and digital skills. It finances participation exclusively in educational programmes developed on the basis of the Croatian Qualifications Framework (CROQF) and is implemented through accredited institutions in accordance with the new Adult Education Act.

Vouchers are used by both employed and unemployed people, although a particular focus is placed on vulnerable groups (long-term unemployed, inactive or young people not in employment or education). 70% of the total EUR 40 million funding is allocated for programmes related to green skills, while 30% is allocated for programmes related to digital skills.

Since the start of the scheme in April 2022, over 9000 applications have been approved and more than 4,200 beneficiaries are already in training. The goal is to award 30,000 vouchers to beneficiaries, of which at least 12,000 should be long-term unemployed, inactive, or young people not in employment or education, by end-June 2026.
