Today marks the 20th anniversary of the adoption of the EU's Green Line Regulation for Cyprus. The Regulation has enabled Greek Cypriots and Turkish Cypriots to cross the ‘Green Line' and the United Nations' controlled buffer zone in Cyprus.
Responsibilities
The Directorate-General for Structural Reform Support (DG REFORM) coordinates and provides tailor-made technical support to EU Member States, in cooperation with the relevant Commission services. The support is primarily provided through the Technical Support Instrument (TSI). The goal is to support Member States’ efforts to design and implement resilience-enhancing reforms, thereby contributing to the EU’s recovery from the COVID-19 crisis, improving the quality of public services and getting back on the path of sustainable and inclusive growth.
In addition, DG REFORM coordinates the Commission's efforts to support the process led by the United Nations for the reunification of Cyprus. DG REFORM is also responsible for the implementation of the EU Aid Programme for the Turkish Cypriot community and for monitoring the Green Line Regulation.
Furthermore, DG REFORM is the Commission’s lead service for the broad and crosscutting topic of public administration and governance. The DG coordinates the implementation of the Commission’s actions for Enhancing the European Administrative Space, in response to the the challenges they face. The Expert Group on Public Administration and Governance is a platform to facilitate the dialogue between the Commission and representatives of the Member States.
The Commission’s Quality Administration Toolbox provides a reference and resource by pointing readers to existing EU policies and international practices in the field of public administration and governance.
