Independent paths for persons with disabilities: Technical design of the infrastructure adaptation works on the buildings owned by the municipality of Saint-Marcel

Support to vulnerable persons and prevention of institutionalisation (Mission 5, Component 2, Investment 1)

The Italy's Recovery and Resilience Plan contributes through this measure to support vulnerable persons and prevent institutionalisation. The investment includes the following interventions: (I) support parenting skills and prevent vulnerability of families and children; (II) support independent living and deinstitutionalisation of the elderly; (II) strengthen home-based social services to ensure early discharge and prevent hospitalisation; (III) strengthen social services and prevent burnout of social workers.

This investment is financed by the Recovery and Resilience Plan with EUR 500 million.

The project aims to promote de-institutionalisation pathways for persons with disabilities in order to enable them to start and consolidate independent living pathways through residence, including temporary residence, in equipped apartment groups, and actions aimed at increasing job integration opportunities in accordance with the principles and methods defined by the Guidelines on Independent Living and, in particular, by ensuring freedom of choice to live at home, as well as the development of a network of services for the full inclusion of the person with disabilities in society, also in the face of a progressive deinstitutionalisation process.
In particular, the project’s main objectives include the following:

- Ensuring the development of a personalized life plan for the residents of the provided housing units;

- Contributing to the improvement of overall quality of life in all its dimensions, pursuing personal satisfaction in line with individual expectations and desires (Quality of Life model);

- Identifying suitable housing solutions, equipped with home automation systems, that meet the specific needs of each person and enable the start of independent living pathways;

- Promoting dialogue and collaboration among the key stakeholders in the sector—both from the public sphere and the social private sector—through a holistic and continuous approach;

- Disseminating shared approaches and procedures for assessment and planning across the territory, ensuring fair and effective use of both formal and informal resources.

With regard to employment and occupational inclusion, the project foresees training internships and other educational opportunities, including online training programs. In any case, the specific objectives and actions needed to achieve them will be defined within the individualized plan, developed with the involvement of the Structure for Employment Inclusion Policies of the Department of Labor and Training Policies of the Autonomous Region of Valle d’Aosta.

The individual plan will also determine the selection of both digital and non-digital tools necessary to support the person’s chosen life and career path.
The agreements between the Region and the Ministry for the implementation of the respective projects have already been signed. The agreement between the Region and the Municipality of Saint-Marcel has also been approved and signed. The project target is set for 31/03/2026.
