The goal of the investment is to foster the green transition and decarbonisation of buildings by reducing energy consumption for heating in multi-apartment and public sector buildings. This investment contributes to reducing emissions, alleviate energy poverty and encourage green infrastructure development and circular management of buildings.

The investment comprises support schemes for the energy renovation of public and multi-apartment buildings to reduce energy consumption for heating and increase the use of renewable energy sources. The goal is to renovate at least 180,000-mof multi-apartment and 288,000-m2 of public buildings by June 2026.

The Recovery and Resilience Facility provides funding of EUR 133 million, covering 60% or 80% of the total cost of each energy renovation.

By the end of 2022, EUR 93 million worth of contracts were signed for both public and private buildings. This includes:

  1. EUR 40 million for the energy renovation of 91 multi-apartment buildings amounting to a gross construction area of over 390 000m2, with estimated annual heating and primary energy savings of around 70% and around 60%, respectively,
  2. EUR 20 million through a direct call for renovating at least 62,000-m2  to alleviate energy poverty in assisted areas and areas of special state concern, and
  3. EUR 33 million through a direct call for energy renovation of at least of public 104,000m2 buildings by contracting an energy service company (ESCO).

Buildings that will be renovated within two direct calls will achieve at least 50% annual heating energy savings and 30% annual primary energy savings. A call for the energy renovation of public sector buildings (allocation of EUR 40 million) was published in March 2023.

Individual counties will benefit from this investment as follows:

  • In Bjelovarska County, the plan will support the renovation of 1 multi-apartment building with EUR 0.6 million.
  • In Brod-Posavina County, the plan will support the renovation of 3 multi-apartment buildings with EUR 3.8 million.
  • In the City of Zagreb, the plan will support the renovation of 9 multi-apartment buildings with EUR 86 million.
  • In Dubrovnik-Neretva County, the plan will support the renovation of 6 multi-apartment buildings with EUR 13 million.
  • In Istria County, the plan will support the renovation of 5 multi-apartment buildings with EUR 13.3 million.
  • In Karlovac County, the plan will support the renovation of 16 multi-apartment buildings with EUR 36.5 million.
  • In Koprivnica-Križevci County, the plan will support the renovation of 2 multi-apartment buildings with EUR 3.2 million.
  • In Krapina-Zagorje County, the plan will support the renovation of 2 multi-apartment buildings with EUR 3.4 million.
  • In Međimurje County, the plan will support the renovation of 1 multi-apartment building with EUR 0.6 million.
  • In Osijek-Baranja County, the plan will support the renovation of 11 multi-apartment buildings with EUR 29.6 million.
  • In Požega-Slavonija County, the plan will support the renovation of 3 multi-apartment buildings with EUR 5.9 million.
  • In Primorje-Gorski Kotar County, the plan will support the renovation of 6 multi-apartment buildings with EUR 25.5 million
  • In Sisak-Moslavina County, the plan will support the renovation of 3 multi-apartment buildings with EUR 5.1 million.
  • In Split-Dalmacia County, the plan will support the renovation of 10 multi-apartment buildings with EUR 33.2 million.
  • In Šibenik-Knin County, the plan will support the renovation of 2 multi-apartment buildings with EUR 3.7 million.
  • In Vukovar-Srijem County, the plan will support the renovation of 4 multi-apartment buildings with EUR 4.7 million.
  • In Zadar County, the plan will support the renovation of 5 multi-apartment buildings with EUR 8.5 million.
  • In Zagreb County, the plan will support the renovation of 5 multi-apartment buildings with EUR 15.1 million.
