The tracker shows how the EU is turning its global Europe priority into action. It includes legislative measures, which become binding EU law once adopted, and non-legislative initiatives, such as strategies and action plans that guide policy and set future directions. It is based on Commission work programmes for 2025 and 2026. Legislative items Legislative items create new laws or update existing ones, like regulations, directives or decisions that are legally binding for EU countries. These proposals go through a formal decision-making process, generally involving the European Commission, European Parliament and Council of the EU, before they can take effect. There are currently no items to show here. Non-legislative items Non-legislative items set out policy priorities, recommendations and guidelines. They generally do not require approval from the European Parliament or the Council of the EU, but they can help shape future legislation.AdoptedItems in this section have been formally adopted by the Commission. 16 October 2025Pact for the Mediterraneanpress releaseadopted text17 September 2025Joint communication on a new strategic EU-India agendapress releaseadopted text28 May 2025EU strategic approach to the Black Sea/ Black Sea strategypress releaseadopted text PlannedThis section contains the list of initiatives the Commission intends to propose and adopt.
