Commission launches a new dynamic purchasing system (DPS) for IT professional services

The European Commission’s Professional Services Broker aims to use the PROSERV DPS as the main acquisition channel for the procurement of IT professional services by the Commission and the other participating EU institutions, bodies, and agencies (EUIs).

PROSERV DPS is the successor of CLOUD II DPS 2 set to expire on 25 May 2024, encompassing and expanding its scope.

IT professional services within the scope of PROSERV DPS include but are not limited to:

  • Consulting (benchmarking, advisory, audits, prototypes, and studies)
  • Development services (design, implementation, maintenance, migration)
  • Operations
  • Cybersecurity
  • Data science

How will it work?

The PROSERV DPS is a two-step procedure that will last for a total of four years. During the first stage, economic operators submit their requests to participate in the procedure.

The conditions to submit an application to the DPS are detailed in the PROSERV DPS Specifications.

Candidates can apply for participation in the DPS at any time throughout its duration. The contracting authority will assess the submitted applications and admit all the economic operators who fulfil the conditions detailed in the DPS Specifications. There is no limit on the number of participants. The procedure is fully electronic and all interactions are managed through a web portal.

During the second stage, the Professional Services Broker of the European Commission will, for the benefit of the participating EUIs, conduct competitions to which all the providers admitted in the first stage will be invited.

The value of the competitions to be launched in stage 2 of the DPS is estimated at EUR 1.2 billion.

The precise scope, services requirements, rules, estimated value, and contract award criteria of each competition will be set out in the dedicated tender specifications of each competition. Economic operators admitted to the DPS can decide on a case-by-case basis to tender for each of these competitions.

The new system is now open for registration, and candidates can already apply.
