Outlook

In 2022, the Commission will continue important implementation work in the area of mobility and transport.

The Commission will:

  • monitor and assess national measures transposing the directives: on road infrastructure safety management (Directive (EU) 2019/1936); on the recognition of professional qualifications in inland navigation as regards the transitional measures for the recognition of third-country certificates (Directive (EU) 2021/1233); on the recognition of professional qualifications in inland navigation and repealing Council Directives 91/672/EEC and 96/50/EC (Directive (EU) 2017/2397); and on the recognition of professional qualifications in inland navigation as regards the standards for competences and corresponding knowledge and skills, for the practical examinations, for the approval of simulators and for medical fitness (Commission Delegated Directive (EU) 2020/12); on marine equipment as regards the applicable standard for laboratories used by conformity assessment bodies for marine equipment; on marine equipment as regards the applicable standard for laboratories used by conformity assessment bodies for marine equipment (Commission Delegated Directive (EU) 2021/1206); on posting drivers in the road transport sector and amending Directive 2006/22/EC as regards enforcement requirements and Regulation (EU) No 1024/2012 (Directive (EU) 2020/1057); on periodic roadworthiness tests for motor vehicles and their trailers as regards the updating of certain vehicle category designations and the addition of eCall to the list of test items, methods, reasons for failure and assessment of deficiencies in Annex I and Annex III (Commission Delegated Directive (EU) 2021/1717); on the technical roadside inspection of the roadworthiness of commercial vehicles circulating in the Union as regards modifications to the vehicle category designations stemming from amendments to the type-approval legislation (Commission Delegated Directive (EU) 2021/1716);
  • close monitor the restrictions to market access and of the implementation of provisions on rail market liberalisation;
  • monitor the development of sustainable transport, digitalisation (in particular of the provisions supplementing the Directive on Intelligent Transport Systems, Directive 2010/40/EU) and safety and security in all modes of transport, often on the basis of reports from sectoral agencies or Commission services;
  • monitor with particular attention the enforcement of passenger rights.
