There is currently an open vacancy in PMO.7. According to Article 29 of the Staff Regulations, the applications from officials of the Institutions and laureates of competitions have precedence over applications from other categories of persons. The post is therefore also published internally in the Commission and inter-institutionally, and it is also brought to the attention of competition laureates via the appropriate channels. However, should no suitable candidate be found among the aforementioned categories, it will be possible to consider other candidates, for a temporary agent position.

We are

The mission of the PMO (Paymaster Office or Office for the administration and payment of individual entitlements) is to provide a high-quality and user-friendly service to beneficiaries by promptly and accurately managing, determining and paying individual rights and expenses (e.g., salaries, pensions, sickness insurance reimbursements and mission expenses).

Unit PMO.7 'Budget and Internal Control' is responsible for budget negotiation and the financial and accounting management of the budgets allocated to the PMO (including the implementation of budgets managed by the PMO on behalf of other DGs/ Institutions/Agencies and JSIS). The unit is also responsible for the coordination of internal control activities and public procurement, the preparation of strategic reports and the authorization of payments (€5.3 billion in annual payments).

The Budget and Accounting Sector ensures the preparation and follow-up of the draft budget of the PMO until its final adoption by the budgetary authority, as well as the accounting and financial implementation.

In the accounting field, the sector ensures that all financial transactions comply with the Commission's accounting framework. Thus, it oversees the accounting and financial monitoring of the JSIS, the collection of contributions, the financial operations related to the coverage of the risks of accidents and occupational diseases as well as the financial execution.

The Sector also is responsible for management of two PMO funds (JSIS, Unemployment Fund). As the PMO provides services to many other institutions and agencies, the Sector is responsible for the correct and timely implementation of the interinstitutional chargeback and, as such, for the correct compensation of the cost of services provided to other institutions and agencies.

The function of Economic Analyst represents an exciting and interesting challenge for an aspiring colleague who wishes to use his/her experience and skills to support the management of PMO funds: the Joint Sickness Insurance Scheme (JSIS), the healthcare insurance of all EU staff and their dependents and the Unemployment Fund, financing unemployment benefits of former EU staff.

You will work closely with the Head of Sector and finance colleagues, notably with two assistants in charge of managing JSIS accounts. You will also be in continuous contact with PMO BI capability for data analysis and JSIS Central Office in PMO, who provides administration of JSIS. You will provide economic analysis, reporting and advice on the Joint Sickness Insurance Scheme and the additional schemes. You will provide input to PMO management on the development of related policy initiatives across key sectors on the market and monitor and analyse developments in financial markets in relation with PMO’s investment portfolio, liaising with DG BUDG. You will also contribute to analysis of functioning and management of the separate Unemployment Fund. You will coordinate discussions with DG BUDG investment team in view of finalizing SLAs and specific investment mandates for both funds. In addition, you will be a focal point for transversal financial matters like the UK contribution to pensions and the MFF.

Someone with a capacity to deliver high-quality deliverables under continuous pressure. Excellent economic skills with a talent for coordination and planning are key. A good knowledge of administrative procedures, Staff and/or Financial Regulations would be an asset. In PMO, we work in both French and English.
