The Virtuous Circle Tour in Lisbon was held on 2nd and 3rd May 2019 with the aim to answer crucial questions for the future of Portugal circular economy:
- If circular economy approaches mean business opportunities and jobs for Portugal, how can businesses, cities, ministries, regions, and citizens work together to create circular value?
- What are the real achievements of the Plano de Ação para a Economia Circular (Action plan for circular economy in Portugal) of 2017? And what are the lessons, particularly in the four target sectors of construction, food and agriculture, tourism and textiles?
- Although Portugal is rapidly improving its performance on reducing waste and managing it better; how can it get the economic incentives and systems right to achieve EU objectives?
The Vice President of the European Commission, Ministers, Mayors, stakeholders and experts from Portugal and around Europe, discussed these questions and shared the answers.

Description
Virtuous circle
In English a “virtuous circle” is a complex chain of events that reinforce themselves through a feedback loop leading to favourable results.
On the contrary, a “vicious circle” is a loop with detrimental results.
Circular economy solutions are complex, but their beauty is that often a few key changes or “nudges” can lead to a “virtuous circle”. For example separate collection of glass, paper, biowaste and plastic in a city makes it pointless to put those materials in landfill or burn them. Somebody can process them and make them valuable. Separate collection makes it viable to recycle, creating value and jobs.
The Virtuous Circle events are designed to identify the ideas and the actions that can set circularity in motion.
