Modernising the digital environment of public administration

The Ministry of Digital Transformation is implementing four projects, with the objective to develop user-centric e-services, upgrade the IT infrastructure in the public administration, implement a pilot project for an automatised sustainable management of public buildings, and deliver digital services and enhance skills development for civil servants.

Development of new dynamic e-services

The main purpose is to introduce public digital services that are simple, accessible and widely used. The aim of the project is to give citizens and businesses the basic conditions to do interact digitally with public institutions by:

  • introduction of simple, modern and trustworthy eID solutions, also recognised cross-border in the EU’s single internal market; 
  • simplifying the way users are logged in and signed electronically to use public digital services, while still sufficiently reliable identity; 
  • unifying access to digital public services by introducing uniform standards for online and mobile services;
  • introducing a single ‘brand’ for digital public services, thus raising the profile of digital public services, in line with European legislation (e.g. SDG and eIDAS); 
  • preparation of the concept and creation of a mobile service delivery platform;
  • the establishment of system management of data and data spaces with algorithmic tools for lawful, secure, reliable, interchangeable and transparent state data services.

Project activities include:

  • proactive and connected public digital services supporting life events (coherent s SDG) and the user centred by involving process owners and other stakeholders (“cocreation”); 
  • introduction of an internationally recognised e-commerce e-identity for easy and trustworthy the use of e-public services; 
  • priority digital services with help for those who cannot or do not want a digital service disapplied; 
  • introduction of advanced tools (mainly in the field of artificial intelligence) and flexible platforms for self-creating digital services and mobile applications for public authorities; 
  • establishing a common data governance and exploitation framework and data spaces with algorithmic tools for lawful, secure, reliable, interchangeable and transparent state services; 
  • opening up and promoting the use of state data to develop the economy and the whole the ecosystem.

The Recovery and Resilience Facility provides funding of EUR 8.6 million, while the total value of the investment is EUR 10.1 million. The project started in January 2022 and will be finalised by June 2026.

Building a new generation of IT infrastructure

Most of the IT infrastructure in Slovenia is more than five years old and represents a technology from 2014. The creation of a new generation of IT infrastructure will, at the same time as upgrading to a higher technological security level, also protect investment in informatics in the public administration and refresh the lifespan of the equipment. It would allow for a different level of work, higher satisfaction among employees in the public administration and, not least, users of public administration services.

The project involves Slovenian companies, thus enabling them to participate in a technologically challenging area, gaining references that will be quite unique and thus also open up opportunities for appearing on foreign markets, i.e. strengthening the growth potential of our economy, resulting in the creation of new high-tech jobs and strengthening social resilience. The project also has an impact on the reduction of primary energy, as public sector information solutions would operate more effectively in the cloud environment.

Project activities include:

  • 2022: preparation of project documentation, implementation of business and technical analysis, additional recruitment of high-tech personnel for the creation and maintenance of the new generation IT infrastructure, publication of procurements for the creation of a new data centre and upgrade of the communication infrastructure, training staff to deal with new technologies, selection of the location of the new data centre;
  • 2023: publication of contracts for upgrading the communication infrastructure, completion of contracts, signature of contracts and start of works, start of construction of a new data centre, implementation. Pilot projects for the operation of services in the new data centre, training staff to deal with new technologies;
  • 2024: upgrade of the communication infrastructure, implementation of service pilot projects in the new data centre, training staff to deal with new technologies, operational operation of the new data centre; 
  • 2025: establishment of DevSecOps automation and management of applied solutions with respect to security mechanisms, transfer of services to a new data centre, training staff for working with new technologies, workshops with users of DevSecOps services; 
  • 2026: transfer of services to a new data centre, process automation to the data centre, workshops with DevSecOps users.

The Recovery and Resilience Facility provides funding of EUR 26.5 million, while the total value of the investment is EUR 32 million. The project started in January 2022 and will be finalised by June 2026.

Modernisation of the user support system

The project prepares the conditions for the successful unification of the user’s working environment, provide hardware for users migrating to the new workspace, introduce a system to monitor the status of licences and establish a knowledge base for the ECC.

With the realisation of the project, we expect to create a single working environment that is easier to manage and provide all users of centralised government authorities with the same user experience. Replacement of spent hardware will ensure the proper functioning of the single working environment, leading to less activities of informatics providing support to users. This will reduce congestion and stress in the workplace, both informants and users. With a single working environment, we will be able to focus more on optimising and standardising the provision of support. This will reduce the burden of information and improve the user experience.

The project introduces a system to monitor the compliance of licence status with licensing policies. The system will warn us when we are overlicensed, sub-licensed or improperly licensed, and what licences we need to be in line with the licensing policy of licence providers. We expect savings in the area of licences to control the state of the licences.

The objectives of the project are: 

  • to create a uniform working environment for users;
  • establish optimised and standardised user support;
  • establish control of the licensing situation within the organisation;
  • set up a self-education system for users;
  • establish a knowledge base for the ECC.

Project activities include:

  • 2022: preparation and approval of investment documentation, inclusion of the project in the development programme plan, preparation and approval of the project start-up desk, filling of posts for project implementation, preparation of technical specifications and preparation of procurement documents for the establishment of a licensing control system, purchase and supply of dedicated licensed software, establishment of a licensing control system, preparation of a single working environment, preparation for the transition to a new working environment, implementation of education and training;
  • 2023: involvement of providers in the licensing control system, maintenance, upgrading and management of the licensing control system, implementation of education and training, purchase of hardware, implementation of the transition to a single working environment;
  • 2024: the involvement of providers in the licensing control system, the maintenance, upgrading and management of the licensing control system, the provision of education and training, the implementation of the transition to a single working environment and the maintenance of a single working environment;
  • 2025: involvement of providers in the licensing control system, maintenance, upgrading and management of the licensing control system, implementation of education and training, maintenance of a unified working environment; 
  • 2026: maintenance and operation of a licensing control system, maintenance of a unified working environment.

The Recovery and Resilience Facility provides funding of EUR 4.9 million, while the total value of the investment is EUR 5.7 million. The project started in January 2022 and will be finalised by June 2026.

Development and implementation of business information mechanisms architectures and standards

The basic objective is to establish uniform standards and architectural solutions for appropriate IT advice and support to sectors in the design of sector-specific applications in the form of generic technology requirements and standardised technology platforms that will provide a single starting point for the development of applications (business information architecture). Business and IT architects will be trained to work in this area. Enterprise IT Architect), which will serve as a bridge between business analysts and IT specialists in the design of e-services.

The project will pursue the following objectives: 

  • unifying the architecture of digitalisation solutions through several actions: with reference architectures, exchange of best practices through the artefact repository;
  • implementing a higher degree of automation in the field of lifecycle management of IT solutions, using management tools that introduce automation and monitor DevSecOps, CI/CD processes, in the area of the interconnection of registers and records; 
  • ensuring compliance with standards in this area;
  • training at technological level for key stakeholders.

Project activities include:

  • 2022: launch of a call for project recruitments, preparation of project documentation and feasibility study, creation and creation of a portal for dissemination of good practices and publication of an artefact repository, consultancy in the field of business information architecture and leaching of good practices;
  • 2023: creation and establishment of an artefact repository, consultancy in the field of business information architecture and leaching of good practices, creation of a curriculum;
  • 2024: production of reference architectures (standard, mobile and cloud natives), integration of DevSecOps data with existing records and establishment of a management system, consultancy on business information architecture and leaching of good practices, carrying out workshops;
  • 2025: production of reference architectures (standard, mobile and cloud natives), integration of DevSecOps data with existing records and establishment of a management system;
  • 2026: implementation of workshops and closure of the project.

The Recovery and Resilience Facility provides funding of EUR 2.4million, while the total value of the investment is EUR 2.8 million. The project started in January 2022 and will be finalised by June 2026.
