Milestone 419 - Competence frameworks in central public administration operationalBudget 4.000.000 EUROThe implementation shall be attained through the following steps:(1) Clarification of job-specific roles and preparation for the introduction of the competence framework.(2) Simplification of job classification and correlation of ICT infrastructure with human resources management processes.(3) Evaluation of professional performance on the basis of competences.The Government Emergency Ordinance no. 191/2022 for amendments and additions of GEO no.57/2019 regarding the Administrative Code was published in the Official Gazette of Romania no. 1280/30.12.2022.The GEO comprises 2 annexes:- Annex 1 (subsequent Annex 8 of GEO no.57/2019 regarding the Administrative Code) - regulations regarding the competency framework;- Annex 2 (subsequent Annex 9 of GEO no.57/2019 regarding the Administrative Code) - regulations for the approval of the rules on the organization and conduct of the pilot project of the competition for the filling of vacant public positions.Analyses/studies carried out for the operationalization of the competence frameworks:- Updating and developing the methodology for analysing posts- Methodology regarding the activity of providing specialized assistance to human resources departments- Identification of the types of applied training, materials and tools needed in relation to the use of competence frameworks in the recruitment process- Conducting applied training regarding the recruitment process- Methodology for the regular updating of competence frameworks- Public policy proposal- Study on the legal and institutional framework governing general and specific competence frameworks- Regulatory proposalAdditional Links:https://www.anfp.gov.ro/...
