The evaluation was commissioned by the Directorate-General for Economic and Financial Affairs (ECFIN-108-2016/S12.738721) and it was prepared by ICF in association with German Institute of Economic Research (DIW), National Institute of Economic and Social Research in the UK and the French Economic Observatory.
The evaluation was concluded in December 2017.
