Mid-term evaluation of the programme for exchange, assistance and training for the protection of the euro against counterfeiting (‘Pericles IV’ programme)

The mid-term evaluation of the programme was conducted in line with Article 13 of Regulation (EU) 2021/840, which sets out the programme. The evaluation relied primarily on an external supporting study carried out by Ecorys under a DG ECFIN framework contract. The study was commissioned by the Commission in November 2023 and concluded in August 2024. 

The evaluation reviewed the programme’s implementation from January 2021 to March 2024, covering both EU Member States (including euro area and non-euro area countries) and non-EU countries. The evaluation examined the programme's performance against the criteria of relevance, effectiveness, efficiency, coherence and EU added value in line with the Better Regulation Guidelines.
